A message dated July 3 was received stating the Governor signed the                                                             
following bill and is transmitting the engrossed and enrolled copies to                                                         
the Lieutenant Governor's office for permanent filing:                                                                          
                                                                                                                                
     SENATE CS FOR HOUSE BILL NO. 127(FIN)                                                                                      
     "An Act relating to the Alaska Municipal Bond Bank Authority;                                                              
     authorizing the Alaska Railroad Corporation to issue revenue                                                               
     bonds to finance the replacement of the Alaska Railroad                                                                    
     Corporation's passenger dock and related terminal facility in
